We do have a section called ["Safe to Release pre-CR Exceptions"](https://www.w3.org/TR/css-2024/#CR-exceptions) for that.
And in #10687 we're collecting features that should be included in the upcoming snapshot.

So I agree with @svgeesus, we should continue doing this but also add a note in the drafts themselves.
