[Scoped View Transitions](https://github.com/WICG/view-transitions/blob/main/scoped-transitions.md) will allow you to solve this: you’d start a View Transition on an element that excludes the `position: fixed` element. Scoped View Transitions are currently being prototyped in Chromium _([announcement](https://groups.google.com/a/chromium.org/g/blink-dev/c/AGligmIYZfM/m/1czQfry5AQAJ?e=48417069))_.
