There will need to be considerable caveats to using this. While the APG patterns aren't set in stone (and may not be optimal), there are many cases where inerting offscreen content will be a poor experience for AT users. I think the main issue would be discoverability for folks using AT (i.e., rotor menu) to find or quickly navigate to interactive elements.
