Re: [csswg-drafts] [css-fonts] Making the font matching algorithm more prescriptive for local fonts (#11753)

As a public commenter, to make this work [10.3 Preinstalled Fonts and User-Installed Fonts](https://drafts.csswg.org/css-fonts-4/#preinstalled-and-user-installed-fonts) would need to be re-written or many Linux-based systems would require every font to be manually added.

For example, Arch Linux is [installed through the command](https://wiki.archlinux.org/title/Installation_guide#Install_essential_packages) `# pacstrap -K /mnt base linux linux-firmware`, which constitutes an "explicit action by the user". So not even the framebuffer/bitmap fonts included in the Linux Kernel would be Preinstalled Fonts.
