Re: [csswg-drafts] [web-animations] Could commitStyles always write the end state of the animation? (#5394)

Now that this use counter is included in Firefox's beta channel there's much more data to report from. The overall usage of `commitStyles` seems a bit closer to Chrome's value now (0.15% vs Chrome's ~0.4%).

Furthermore, it seems like 0.064% of all usages of `commitStyles` would be affected by this change. In total, 0.0000096% of all pageviews would be affected by this change.

According to the [Blink principles of web compatibility](https://docs.google.com/document/d/1RC-pBBvsazYfCNNUSkPqAVpSpNJ96U8trhNkfV0v9fk/edit?tab=t.0#heading=h.83o2xr8ayal6) "Anything below about 0.00001% (1 in 10 million) is generally considered trivial." So I think this change is safe to make.
