I guess *"or return the empty string if there is no CSS declaration at position index"* is implied, for consistentcy with [`getPropertyValue()`](https://drafts.csswg.org/cssom-1/#dom-cssstyledeclaration-getpropertyvalue), which returns empty string if there is no declaration for the given property.
