I was [actioned](https://github.com/w3c/i18n-actions/issues/169) by I18N a while ago to respond to this issue, along with its friend [HTML 10843](https://github.com/whatwg/html/issues/10843). I'll echo @fantasai's comments in the IRC thread. Writing mode is presentational, while direction has to do with the content (base paragraph direction, string direction, bidi isolation). These things interact.
