I want this again 😄 

It looks like the CSSPseudoElement IDL is [starting to get implemented](https://chromium-review.googlesource.com/c/chromium/src/+/6688929). Would it be best to add getBoundingClientRect() to CSSPseudoElement like earlier comments in this thread suggested?
