Re: [csswg-drafts] [css-anchor-position] `anchor()` definition says it uses initial scroll positions, but "Taking Scroll Into Account" does not. (#12058)

My intention is that the "(but see 3.4 Taking Scroll Into Account)" is meant to refer to the modifications that that section makes to how we handle scroll offsets. But yeah, the effect of that is that we just straight up *never* refer to the initial scroll position, unless that just happens to be how things were scrolled at the time we recorded stuff, so I can see how the text is confusing. I'll tweak a bit.
