There certainly is a [CSS spec for Rec2020 testing](https://drafts.csswg.org/css-color-4/#predefined-rec2020) and it is [widely implemented](https://wpt.fyi/results/css/css-color?label=master&label=experimental&aligned&q=2020). However, I suspect you mean a [CSS spec for Rec2100 testing](https://drafts.csswg.org/css-color-hdr/#predefined-HDR), which also exists, but is very new and there are no implementations yet. Or did I misunderstand what you meant?
