The CSS Working Group just discussed `[web-animations-2] [scroll-animations] usage of timeline range offsets in the Web Animations API`, and agreed to the following:

* `RESOLVED: Clarify the spec to answer / clarify graouts' questions`
* `RESOLVED: Define computed keyframe offsets`
