Re: scaling. I don't think we should do scaling at a the level of the CSS cascade (i.e. a `constrained` inside a `constrained` should not be more constrained). So all the `constrained` in a "browsing context" (used loosely) would get the same headroom. But at an OS level, the OS might change the tone mapping of an entire window, which would effectively do scaling. For example, when the UA is put in the background, the window's available headroom may be constrained.
