Re: [csswg-drafts] [css-overflow] Should overflow-clip-margin allow negative lengths? (#11355)

The CSS Working Group just discussed `[css-overflow] Should overflow-clip-margin allow negative lengths?`, and agreed to the following:

* `RESOLVED: allow negative lengths in overflow-clip-margin, with the obvious effect`

<details>
The full IRC log of that discussion

<TabAtkins> emilio: this came about when we were discussing whether o-c-m shoudl apply to scrollable boxes
<TabAtkins> emilio: we ahve values that let you shrink the clip region
<TabAtkins> emilio: so is there a godo reason to not allow negative lengths?
<emilio> TabAtkins: we designed it to allow expanding the region
<emilio> ... wasn't obvious that we needed to make it smaller
<emilio> ... but you're right that the box values allow it to get smaller
<florian> +1
<emilio> ... so may as well
<kizu> +1
<TabAtkins> astearns: so proposed resolution is to allow negative lengths in overflow-clip-margin
<TabAtkins> astearns: objections?
<TabAtkins> RESOLVED: allow negative lengths in overflow-clip-margin, with the obvious effect
<TabAtkins> florian: should we talk about 10745 (applying to scrollable?)
<TabAtkins> emilio: i tabled that part earlier
