Re: [csswg-drafts] [css-color] We should consider addressing different use cases contemplated for contrast-color() with separate CSS functions (#11619)

WCAG thresholds:
- 3:1 [large scale (headline) text](https://www.w3.org/TR/WCAG/#dfn-large-scale), and [non-text contrast](https://www.w3.org/TR/WCAG/#non-text-contrast) (AA)
- 4.5:1 [minimum contrast](https://www.w3.org/TR/WCAG/#contrast-minimum) for standard text and [debated] text-like iconography (e.g. button icons) (AA)
- 7:1 [enhanced contrast](https://www.w3.org/TR/WCAG/#contrast-enhanced) when requested by the user through some unspecified means (AAA, optional but desirable)
