cdoublev has just created a new issue for https://github.com/w3c/csswg-drafts: == [web-animations-1] Should the active time be resolved in the after phase with `both` filling? == Before this [change](https://github.com/w3c/csswg-drafts/commit/4dc129b3924f271042258d0561739048e24c9e93#diff-c240da42474be67dd65a2e91af4774da3cd91e832e1a6401b9fbefd6efe18851L3278-R3265), the [active time](https://drafts.csswg.org/web-animations-1/#calculating-the-active-time) was resolved when the animation effect is in the after phase and `fill` is either `forwards` or `both`. Basically, it replaced `both` with `backwards`. From the related PR/issue, this seems unintentional.
