If we split how to handle fragmentation based on whether there is a gap decoration, would that break the rule that gap decorations don't impact layout?

Regardless of gap decorations, I do think we should consider not suppressing gutters in general, similar to what we resolved on for margins in https://github.com/w3c/csswg-drafts/issues/6812. This would allow for a closer layout to what you would have gotten had the container not been fragmented.
