Re: [csswg-drafts] [selectors] Proposal: Update :visited language to state UAs must preserve user privacy (#11151)

The CSS Working Group just discussed `[selectors] Proposal: Update :visited language to state UAs must preserve user privacy`, and agreed to the following:

* `RESOLVED: UAs MUST preserve user privacy`

<details>
The full IRC log of that discussion

<emilio> ScribeNick: emilio
<emilio> TabAtkins: won't go over background of visited privacy leaks
<emilio> ... last year ??? started to take up the project to close that loophole
<emilio> ... since them we've been happy with the experiment
<emilio> ... now we have a useful privacy-preserving visited
<emilio> ... we'd want to expand that language
<emilio> ... to make it more strict, from "may" to "must" help preserve privacy
<emilio> ... that might be not matching :visited at all, or might be doing something clever
<emilio> ... idea is to add an appendix with our approach too
<astearns> +1 to must
<emilio> emilio: +1
<emilio> Rossen: objections?
<emilio> RESOLVED: UAs MUST preserve user privacy
<joshtumath> TabAtkins: it must be a visual test to come up in WPT
<emilio> ChrisL: any impact on WPTs?
<emilio> iank_: not many, must be reftests
<TabAtkins> s/???/Kyra Seevers/
<emilio> emilio: and reftests might not be reliable (assume sync queries of visitedness)
