In the Web Animations spec, ranges can be used by [rangeStart](https://drafts.csswg.org/web-animations-2/#dom-keyframeanimationoptions-rangestart) and [rangeEnd](https://drafts.csswg.org/web-animations-2/#dom-keyframeanimationoptions-rangeend) properties on the animation options, and #10000 is proposing supporting them for keyframe offsets as well.
