Re: [csswg-drafts] [css-values-5] `<any-value>` in functional `<general-enclosed>` should be a non-strict comma-containing production (#11042)

I realized that breaking backwards compatibility was intentional for `var()` because `1 {}` cannot be parsed as a valid standard property value. I guess it is also fine for selectors since they will certainly never be specified with a `{}`-block. I am not sure for about media test value in parens.
