I have come to the realization that viewports / canvases / applications that are Light Themed vs Dark Themed, need to have different Whitepoints / Tone-mapping, and be configurable separately for Adaptive HDR. Each OS in Adaptive mode needs to have a separate brightness slider for Light Themed vs Dark Themed windows/tabs.
