Regarding the "System Preferences" question, that isn't always the best baseline. For example, in Electron or Tauri apps, we are building standalone applications where we need full control over the UI. The OS settings shouldn't automatically override the design choices we make for that specific app environment. Also, without this property, developers are forced to use heavy JS workarounds to achieve overlay scrollbars. This is bad for performance and often buggy, especially when dealing with complex lists.
