It seems to me that the root of the issue is that different folks have different interpretations of the word "flow." To some, it means the direction in which the *container* forms structure. To others, it means the direction in which *items* are placed one after the other. In Flex they're the same; in 2D Grid they can reasonably be considered the same; in Grid Lanes they're different from each other. Which leads to confusion.

In the TPAC discussions where we tried to hash this out, the split between the two interpretations seemed to me like it was about 50-50.

Removing the word "flow" removes the ambiguity and makes it clear what we're talking about: the direction of the container structure. Which leads me to prefer option A.
