Re: [csswg-drafts] [css-properties-values-api] `@property` descriptors should be optional whenever possible (#13211)

@Loirooriol That was exactly what I was thinking at first, but guaranteed invalid is actually *more* useful for authors, because **they can provide fallbacks that are different per use**. This is a big limitation of the existing `@property` syntax. So, by doing it that way, not only we help ergonomics, we actually plug a gap too. So I'm currently quite strongly in favor of this direction.
