I've been chatting with Anders about this and think it's the right way to go. Order-dependence is a *really* weird thing to add to CSS (huge break from the long-standing mental model, [as @sorvell said](https://github.com/w3c/csswg-drafts/issues/13041#issuecomment-3578652855)), and we should try to avoid it if at all possible. I think this retains extensibility into the future too, as we add more "stylesheet-affecting" rules.
