[csswg-drafts] [css-2025][motion-1] Add Motion 1 to Rough Interop (#12700)

SebastianZ has just created a new issue for https://github.com/w3c/csswg-drafts:

== [css-2025][motion-1] Add Motion 1 to Rough Interop ==
Splitting the discussion from #9770 for adding [Motion Path 1](https://www.w3.org/TR/motion-1/) to the Modules with Rough Interoperability section of the CSS Snapshot 2025.

Data to consider:

Current status: WD (last published: 5 Nov 2024)
[WPT](https://wpt.fyi/results/css/motion?label=master&label=experimental&aligned): passing tests (experimental): Chrome: 4696, Edge: 4388, Firefox: 4435, Safari: 4684; [interop](https://wpt.fyi/results/css/motion?label=master&label=experimental&aligned&q=all(status%3Apass)): 4266 / 4702 (90.7%)
Current Snapshot section: -
Open issues: [on GitHub](https://github.com/w3c/fxtf-drafts/issues?q=is%3Aopen+is%3Aissue+label%3Amotion-1) (also [on CSS repo](https://github.com/w3c/csswg-drafts/issues?q=is%3Aissue+state%3Aopen+label%3Amotion-1)): 13 (~11 substantial), [in spec.](https://drafts.fxtf.org/motion-1/#issues-index): 2

Summary: Very high interoperability, spec. only in WD, some open issues.

Notes: There's a request to move the spec. to CR (see https://github.com/w3c/fxtf-drafts/issues/541). If the number of issues can be reduced, it might then also be moved to Reliable Candidate Recommendations. The spec. is currently still part of FXTF.
