Based on the feedback from a similar issue (#12551), I now understand the policy of maintaining the CSS 2.2 specification as a self-consistent, standalone document, rather than updating it to align with concepts from modern modules. Since my suggestion concerns an inconsistency between CSS 2.2 and the modern CSS Display Module, I understand that it falls outside the scope of changes for this specification.
