Re: [csswg-drafts] [scroll-animations-1] Transition delays in scroll-linked animations (#7059)

Putting `duration` and `easing` into `ScrollTimeline` feels very weird to me, and feels like step back to the first iteration of SDA which mixed duration and scroll offsets.

To me the `DelayedTimeline` flackr@ [suggested](https://github.com/w3c/csswg-drafts/issues/7059#issuecomment-1206561451) – or some other mechanism that takes the original timeline to then delay the animation somehow – is more easy to understand.
