Re: [csswg-drafts] Add "show interest" and "lose interest" hover delays to CSS (#9236)

Using `0s` as the default also makes sense to me. I did feel like `0.5s` felt a little too opinionated. The one counterpoint, which is easy to overcome with a little developer education, is that with a `0s` delay, if the hovercard isn't positioned directly next to the trigger, you can't mouse-move from trigger to hovercard without losing interest and hiding the hovercard. But developers can relatively easily just change the `-hide-` delay to fix this.
