I don't think that matches implementations, though I've paged-out a lot of it since I last looked at this... For example the bug that introduced those tests (https://bugzilla.mozilla.org/show_bug.cgi?id=1931490) was about `contain: layout` (which would otherwise not propagate scrollable overflow from children). Also, things like margins make this even more fun.
