In the [2024-09-12](https://www.w3.org/2024/09/12-i18n-minutes.html#t05) I18N telecon, I was [actioned](https://github.com/w3c/i18n-actions/issues/119) to reply to this issue. I think we assumed logical order elision. We think the right approach would be to place an RLM or LRM after the ellipsis when eliding text. The mark inserted would have the same directionality as the next (omitted) character.
