Variant of this: give authors control over this behavoir. Something like a `scrollbar-render-track: forced;` which authors can choose to put on `.scroller` or only `.scroller:hover` if they want. This property is similar to [an earlier suggestion of mine to force paint the thumb using `scrollbar-render-track: thumb;`](https://github.com/w3c/csswg-drafts/issues/9785).
