This feature might be better suited for installed PWAs as they can have more control over the user agent's UI, like when using [`"display": "standalone"`](https://developer.mozilla.org/en-US/docs/Web/Manifest/display#standalone) and [`"display_override": ["window-controls-overlay"]`](https://developer.mozilla.org/en-US/docs/Web/Manifest/display_override#window-controls-overlay). And as suggested in the OP, this can be implemented as an option in the web app manifest.
