[csswg-drafts] [css-anchor-position] Potentially moving the "Accessibility Implications" section (#11024)

jwatt has just created a new issue for https://github.com/w3c/csswg-drafts:

The spec currently has separate [Anchor-Based Positioning](https://drafts.csswg.org/css-anchor-position-1/#positioning) and [Anchor-Based Sizing](https://drafts.csswg.org/css-anchor-position-1/#sizing) sections.

For some reason, the [Accessibility Implications](https://drafts.csswg.org/css-anchor-position-1/#accessibility) section is placed under the former. It doesn't seem to make sense that the "Accessibility Implications" should live under one of these sections, or why it would belong under one rather than the other.

How about making "Accessibility Implications" its own top level section, placed just before the "DOM Interfaces" section?
