We should distinguish between Unicode property and what is actually needed in CSS. The Unicode may have a lot of legacy compatibility issues that make it impossible to adjust `Emoji` property, but CSS has a chance to fix them. From the user's point of view, standalone Digits should not be in the scope of Emoji.
