As it was [pointed out earlier in this issue](https://github.com/w3c/csswg-drafts/issues/6263#issuecomment-855015739), implementers object to add a way to set arbitrary scrollbar widths. Therefore, in #10650 I suggest to add at least a `thick` value to cover the accessibility use case for the case that OS and user agent don't provide a way to adjust the scrollbar width.
