"The fully correct solution" above sounds good to me. I'm wondering if we can make it work by modifying the definition of [scrollable overflow](https://drafts.csswg.org/css-overflow-3/#scrollable) to include the empty scrollbar gutters, as if they are a part of the padding box, which will be consistent with "the background of the scrollbar gutter must be painted as an extension of the padding". Maybe we should also clarify that the scrollport should not be affected by empty scrollbar gutters, to get the correct paint behavior.
