Further digging, this commit made predefined counter-styles not overridable: https://github.com/web-platform-tests/wpt/commit/835f1b1e5e5dc7deb876e829633ab17f26e787a6 So there were tests that checked the ability to override user-agent's `@counter-style`, and potentially remove the space due to `suffix`.
