I agree that the specification does not cover this case of canonical equivalents between compatibility characters and their equivalent codepoints or codepoint sequences. In particular, the compatibility characters are likely to be outside the [effective character map](https://drafts.csswg.org/css-fonts-4/#effective-character-map).
