@vrubleg Not forgotten, I'm investigating the feasibility of this. I had high hopes that we could make this change, but the [use-counter](https://chromestatus.com/metrics/feature/timeline/popularity/4709) I've added so far shows that ~0.16% of pageloads already place bare declarations after nested rules. This is too much to make a potentially breaking change.
