Re: [csswg-drafts] [CSS2] Clarify margin collapsing behavior (#11306)

It's the last scenario, when top and bottom margins of the same element collapse through it and combine into a single margin. [The last bullet point in the Note](https://drafts.csswg.org/css2/#ref-for-propdef-min-height%E2%91%A1) above that paragraph also refers to this scenario. The element itself in this scenario is zero-height and invisible by default, but can be visualised via outline or box-shadow with spread, and can have visible out-of-flow descendants.
