As there's an active discussion about generating idents in #9141 and string concatenation was mentioned there as well, I think it makes sense to align both syntaxes. And it seems most people are leaning towards a `string()` function for this use case. So I'd like to concretize the [previous resolution](https://github.com/w3c/csswg-drafts/issues/542#issuecomment-467978463) and get a resolution to name it `string()` and settle on a syntax for it, which should then also be used for the function discussed in #9141. Furthermore, I'd like to get a resolution on whether we want to introduce an operator as an alternative to the function.
