Yes, good point about the at-rules! Although, I suspect, the problematic case with them should be very rare, mostly because a regular practice is to first mention the default value, then override it in an at-rule. Practical cases for interleaving will mostly involve non-conflicting properties. Either way, I agree with Lea that we need to fix this ASAP. Ideally, it would be nice to see all browsers implement this change in their developer versions today.
