Yes, good point about the at-rules! Although, I suspect, the problematic case with them should be very rare, mostly because a regular practice is to first mention the default value, then override it in an at-rule. Practical cases for interleaving will mostly involve non-conflicting properties.

Either way, I agree with Lea that we need to fix this ASAP. Ideally, it would be nice to see all browsers implement this change in their developer versions today. This way, when the change will be ready to ship, everyone could do this as close together as possible, and doing so will allow for more testing by people who will be using these developer versions of the browsers.
