Re: [csswg-drafts] [mediaqueries] Consider `@media supports()` (#9375)

This proposal duplicates the existing functions of the language, and such an illogical mixture of syntax is harmful to the future.

To mix the logic on media and support, there is https://drafts.csswg.org/css-conditional/#when-rule. For conditional import from documents, there is https://drafts.csswg.org/css-cascade/#at-import.

The web platform provides the corresponding tools on the CSS side.  Responsibility for insufficient parity in HTML lies with the WHATWG.
