Re: [csswg-drafts] [mediaqueries] Accessing elements' properties in media queries (#9211)

A 2020 article (https://css-tricks.com/fluid-width-video/) indicates some of the reasons why, historically and contemporarily, fluidly scaling, responsive, and [reflowable video content](https://github.com/w3c/media-and-entertainment/issues/102) have been and remain complex for Web scenarios.

In addition to potential uses of markup and media queries to switch video sources based on (container) media query properties, under discussion (here and elsewhere) are technologies to enable video streams to be able to switch time-synchronized video tracks as a result of those videos being resized.
