Re: [csswg-drafts] [css-backgrounds-4][css-values-4] Align logical values for <position> with the ones defined in CSS Logical Properties (#549)

I don't want to hold back the important changes any longer. So I'm fine with specifying the [syntax proposed by you back in May](https://github.com/w3c/csswg-drafts/issues/549#issuecomment-1561547073). I'll file separate issues for the other changes suggested where I see the need for further discussion.

The only thing I just don't get is why you are against adding optional `<length-percentage>`s to the `start` and `end` keywords you proposed. `start` and `end` are aliases for `block-{start|end}` and `inline-{start|end}`, which do allow `<length-percentage>`s as offsets. So it is consequent to allow them there as well.
