I tested it and at least Blink and Gecko have implemented this behaviour. I agree with `#1`. About `#2`, Kai fonts used to be mapped to `cursive` in Webkit and Blink and Gecko. Webkit removed recently. It is not well-known by web designer that they can use `cursive` for Kai font in desktop environment. And for Chinese both Traditional and Simplified, only san-serif font is available for web content.
