Looking at your example in https://github.com/w3c/csswg-drafts/issues/9187#issuecomment-1681194746 I think the most sensible behavior might be to extend the snap areas for #b and #c to extend through to the next snap position. So you'd have one snap position at the top of #a, which allows scrolling freely to the top of #b. Then another position starting at the top of #b which scrolls freely to the top of #c.
