I don't think the problem here was a lack of use-cases, but the fact that we couldn't find a good path forward. I'd be happy to have this open again for more proposals, but I don't think it's a simple problem with a clear solution. I'd also point out that _user styles exist_, and browsers have systematically made them harder to access. It sure seems like the problem of user-overrides should be solved in the 'origins' part of the cascade, rather than the 'layers' part?
