Re: [csswg-drafts] [scroll-animations-1] Require <dashed-ident> for timeline names (#8746)

The CSS Working Group just discussed `[scroll-animations-1] Require <dashed-ident> for timeline names`, and agreed to the following:

* `RESOLVED: Switch timeline names to <dashed-ident>`
