Yes, would love to get this issue agreed on and closed out. If someone (such as yourself?) could review (and clear the false-positive error) on this WPT PR: - https://github.com/web-platform-tests/wpt/pull/39451 that would be helpful. It demonstrates that we can't rely on retaining OOG `rgb()` values. Once the Agenda+ gets discussed and we have WG consensus then I can do a follow-on WPT PR to test the new behavior and update tests that check the currently-specified behavior. Unfortunately there is quite an agenda backlog currently.
